Blower not charging

I purchased the Deaalt power tool combo kit for my husband only for the blower not to work. The battery doesn’t charge and this is actually the 2nd blower that we’ve purchased that had this same issue. Are these tools being sold with faulty batteries?

Serial numbers on blower will not stay charged and charger has been charged multiple times and has not shown green as full charge yet
